Erin Campbell is the Commissioner of Minnesota Management and Budget. She has been a public servant for nearly two decades with a passion for good government and providing exceptional service to Minnesotans. She brings to the role significant experience in implementing state human resources policies and fair labor relations practices, in developing and negotiating state and capital budgets, and supporting all state agencies through enterprise services.
Most recently, Erin served as the Deputy Commissioner at Minnesota Management and Budget, overseeing Enterprise Employee Relations (EER). Erin’s EER team serves the state’s 35,000 employees, as well as human resources, supervisory, and managerial staff in over 100 state agencies, boards, and commissions. In this role, Erin led her team to transform the way we support an increasingly diverse workforce, working to improve the employee experience and retention through increased engagement and inclusion. Under Erin’s leadership, the state has successfully negotiated several agreements with labor, and is rolling out targeted data-based strategies to retain our critical state employees.
Erin previously served as the Assistant Commissioner for Facilities and Enterprise Services at the Department of Administration. There she directed work that serves all of state government by leading the facilities management division, fleet and surplus services, real estate and construction, enterprise real property and the Office of Enterprise Sustainability (OES). Erin was in that role for seven years and in that time provided leadership and project management on major initiatives, including oversight for the restoration of the Minnesota State Capitol, planning and execution of the Capitol Grand Opening and driving the advancement of sustainability in state government operations through the creation of the OES.
Erin’s abilities as a strategic leader, her drive towards results and her change management skills have resulted in several redeployments. In May of 2020 she stepped in to lead the Minnesota Department of Health’s Long Term Care Battle Plan, working to keep COVID-19 out of long-term care facilities. She has also served as a Senior Advisor to Governor Tim Walz during the spring of 2021, advising on legislative affairs, as well as the Chief Operating Officer (COO) for State and Cabinet Affairs for the Governor’s office in the Summer of 2021.
Erin previously served as the deputy chief of staff for legislative and policy affairs for Governor Mark Dayton, providing strategic guidance and advice on all legislative and policy matters before the state legislature and throughout state agencies. Prior to joining the Department of Administration, Erin worked for two years as a lobbyist with the Messerli & Kramer Government Relations Group and from 2011-2013, Erin served as senior policy advisor to Governor Dayton. Erin also spent six years working for the Minnesota Senate Majority Leader and Tax Committee Chair.
Erin graduated from Concordia College in 2004 with majors in social work and Spanish and minors in political science and psychology. She lives in Saint Paul.
