Oracle Software Installation - updated

This document describes the installation process for the 32-bit and 64-bit Oracle Client software distributed by MMB for connecting to the EPM Data Warehouse. The installation includes Oracle Client networking components and updated 32‑bit and 64‑bit Oracle ODBC drivers.

Obtaining the Oracle Client Software

  • For users supported by MNIT Services:
    Submit a request for the Oracle client installation through the MN Service HUB or call the MNIT Service Desk at 651‑297‑1111.
  • If you are not supported by MNIT Services:
    Contact the SWIFT Help Desk at SWIFTHelpDesk.MMB@state.mn.us or call 651‑201‑8100 (option 2) to request access to the Oracle client software. The SWIFT Help Desk will create a case and forward the request to MNIT, either through a service hub ticket or by emailing MNIT@MMB Operations. MNIT@MMB Operations will work with external requestors to grant access through a Secure File Transfer process.

Secure File Transfer Details

  • Method: MNIT Enterprise SFTP (Secure File Transfer Protocol)
  • Host Name: filetransfer.mn.gov
  • Once connected to the site, navigate to the /Data directory and download the file named:
    Oracle Instant Client 21.15 32 and 64-bit.zip
  • Note - The zipped file may also be sent via secure email instead, depending the receiving users email domain.

Installation Instructions

Go to C:\TEMP, or the folder where you have downloaded the zip file, and right-click the file that you downloaded. Select 'Extract All' to unpack the installation files.

 If you don't have a zip tool, Microsoft may open a zip file Extraction Wizard to assist in unpacking the installation files. Follow the prompts in the extraction wizard. It is recommended to unpack the files in C:\TEMP or some folder where you can easily find the extracted files.

The Oracle client package is installed with a PowerShell script. On the Windows 10 / 11 Start Menu, search for ‘Windows PowerShell ISE’ and launch as Administrator. If the PowerShell ISE is not launched as Administrator, the installation process will run but may not be able to complete all the necessary installation and configuration steps.

This installation package will deliver both the 32-bit and 64-bit Oracle client software. A DOS screen (Oracle Universal Installer) pops up and shows the installation process and closes when finished. This will take several minutes as it is launched once for the 32-bit client and once for the 64-bit client installation.

Note: The Oracle Password Changer program is automatically installed with this package. Look for the shortcut by searching for it on the Start Menu.

Verify Connectivity

Agency staff may test connectivity through the 32bit or 64bit ODBC Data Source Administrator.

Launch the 32bit ODBC Data Source Administrator (C:\Windows\SysWOW64\odbcad32.exe) or the 64bit ODBC Data Source Administrator (C:\Windows\System32\odbcad32.exe).

Once an ODBC Data Source Administrator is opened, pay attention to the Platform field. Although either the 32bit or 64bit ODBC Data Source Administrator can display all ODBC connections, only the 32bit ODBC Data Source Administrator can Modify / Configure 32bit connections. If you launch the 64bit ODBC Data Source Administrator, you can only Modify / Configure 64bit connections. Otherwise, the Remove and Configure buttons are grayed out and unavailable.

Click on the System DSN tab. Select an ODBC connection of your choice, preferable one that you have login credentials for. Click the Configure button.  In the Oracle ODBC Driver Configuration box, click the Test Connection button and the Oracle ODBC Driver Connect login box will appear where you can enter login credentials and test connectivity. If the login box takes a while to display, the Oracle client may be having difficulty locating the tnsnames.ora file.

Enter your login ID and password. Click Ok.

Connection successful box should appear if all is correct.

If you are implementing a new firewall or making changes to an existing firewall be aware that the EPM and IA Data Warehouses require that traffic be allowed through port 1521.
