Annual Budget and Accounting Instructions - Document 2  

The Annual Budget and Accounting Instructions – Document 2 has been posted to the SWIFT Budget & Accounting Instructions webpage under the Establishing Budget Fiscal Years 2024-25 Budgets and Closing Fiscal Year 2023. 

Payment Processing on June 19, 2023

Juneteenth is a state and federal holiday occurring on Monday, June 19th. No payments will be issued on this day since banks and post offices will be closed. Payments processed on Friday, June 16th will have a payment date of Tuesday, June 20th. Please keep this in mind when scheduling payments that are due the week of June 19th.

Vanity Links Reminder 

As part of the Self Service, Administrative Portal, and Supplier Portal upgrades back in 2019, portal URLs were replaced by vanity URLs. A 'vanity URL' is a shorter URL that is more descriptive and automatically redirects a user to the application. These should be saved in your favorites and used when sending out communications to employees or suppliers as it replaces the need for the much longer and sometimes changing portal URLs.

Upcoming Statewide System Maintenance:

Intermittent System Outages Sunday, June 25, 2023

All statewide systems may experience intermittent system outages during system maintenance on Sunday, June 25, 2023, from 6:00 a.m. to 2:00 p.m. System outages are not expected to last long. Please try signing in again if you experience issues with one of the systems.

Statewide systems impacted by the maintenance include:

  • Appropriate Maintenance Application (AMA)
  • Budget Planning and Analysis System (BPAS)
  • Capital Budget System (CBS)
  • Enterprise Learning Management (ELM)
  • EPM Data Warehouse
  • Fiscal Note Tracking System (FNTS)
  • Recruiting Solutions

  • SWIFT (including Supplier Portal and Mobile Inventory)
