On November 30, the “G” budget authority option was removed for all Budget Period 2021 non-federal appropriations that were granted cash flow assistance. As a result, agencies can no longer spend estimated receipts that have not yet been collected in these appropriations.
US Bank is now charging late fees on past due purchasing card (PCard) accounts. Agencies will be invoiced in the amount of up to one percent (1%) per month on the amount overdue, or a minimum of $2. Late fees will be included on your monthly statement from US Bank but will not be available during PCard reconciliation in SWIFT. To pay a late fee associated with a PCard statement, agencies will need to manually add this fee to their monthly PCard voucher.
Agencies are reminded to pay PCard statements on time to avoid potential late fees, take advantage of available rebates, and avoid potential violations of Minn. Stat. § 16A. In addition, Purchasing Policy 1b requires that Purchasing Card Coordinators use Access Online to review statements and monitor account activity.

Are you new to SWIFT and looking for a quick introduction to the Financial Management System? Now, you can start learning about SWIFT anytime through a new online class: Introduction to SWIFT eLearning. You can find, enroll, and launch this class in Learning Management, which you can access via Self Service or Admin Portal.
This online class demonstrates how to navigate SWIFT, use SWIFT reporting tools (including Inquiries, Queries, and Process Monitor reports), and find additional SWIFT resources. It takes about one hour to complete (consisting of four parts, each 10-20 minutes). After learning this material at your own pace, make sure to take and pass the assessment at the end to receive an official Certificate of Completion!
