Paul Moore

Assistant Commissioner of Accounting Services

Paul Moore is the Assistant Commissioner of Accounting Services. He leads the Accounting Services Division, which conducts statewide accounting, banking, and payroll functions. The division establishes statewide financial policies and procedures, maintains the accounting and payroll system components of the state’s enterprise resource planning (ERP) technology, processes payroll for over 50,000 state employees, issues over 2.5 million payments to vendors each year, and prepares annual state financial reports.

He joined Minnesota Management and Budget in 2014. Prior to his tenure as Assistant Commissioner, Paul served as the agency’s Chief Financial Officer. He also worked in the Budget Services Division as a Senior Executive Budget Officer. During his time at MMB, Paul has dedicated himself to financial stewardship and efficient government services. He has advanced major financial management initiatives on behalf of the state, including public pension reform and ERP technology sustainability.

Paul holds a Master of Public Administration degree from Minnesota State University, Mankato, and a Bachelor of Arts degree from the University of Minnesota, Twin Cities.
