The Minnesota Department of Revenue will be administering the following new County sales and use taxes effective April 1, 2025:
The sales and use tax rate changes apply to sales made on or after April 1, 2025. They will be in addition to all other taxes in effect. Local sales tax applies to retail sales made and taxable services provided within the local taxing area (county/city limits). The tax applies to the same items that are taxable under the Minnesota sales and use tax law.
Purchase orders entered in SWIFT on or after April 1, 2025, will calculate the new tax rates for each county/city. Existing purchase orders and/or their vouchers will need to be adjusted to pay the correct tax if delivery occurs after various dates. Please note that the dates will be different based on whether goods or construction materials are being delivered. Check the tax notice for the affected city for the correct dates.

Question: The supplier offers discounts for early payment. How do I record that on a voucher?
A. Did you know that you can help the State save money! State agencies are required to take advantage of early payment discounts per the 0801-01 Prompt Payment Policy. Double check with your suppliers to confirm if they offer discounts for paying early. SWIFT offers a wide variety of pay terms that include discounts for paying early.
Enter the full amount of the invoice and choose the correct pay terms. For example, 2% 10/N30 provides a 2% discount if processed within 10 days or the full amount in 30. SWIFT displays the discount amount and discount due date on the payment information tab. Payments not processed in time to receive the supplier discount, pend for 30 days.

SWIFT Help Desk Support Position
Minnesota Management and Budget is hiring one permanent position supporting State agency users of the State’s PeopleSoft accounting and procurement system (SWIFT).
SWIFT Help Desk Support - Permanent Position.
The SWIFT Help Desk Unit is responsible for providing the initial level of support via phone or email to agencies on any questions on SWIFT, EPM Data Warehouse, or budget system applications. The help desk also responds to inquiries on the Human Capital Management systems: Self Service, SEMA4, and Learning Management (ELM). Responsibilities include staffing a central help desk, answering questions, logging problems, troubleshooting, and resolving issues. Successful candidates will have a strong interest in learning about large financial and procurement systems.
