Kim Napoline has experience in consulting, research and analysis, and continuous improvement. Prior to joining MAD in 2024, Kim most recently worked in the private sector where she utilized continuous improvement methodologies and leadership to establish new business processes. She has also worked as a researcher at the University of Minnesota in transportation policy and supply chain where she partnered with state government, the Minnesota State Legislature, the private sector, and nonprofit organizations to understand the equity implications of transportation policies and emerging technologies.
Kim’s consulting focus has primarily been around research and analysis, and she has developed an expertise in facilitation since joining MAD. Kim also strives to bring her continuous improvement lens and passion for measurable impact to clients across a wide range of policy areas.

Kim has a Master of Public Policy with an emphasis on Advanced Policy Methods from the Humphrey School of Public Affairs and a Master of Business Administration from the University of Minnesota.
