State Fiscal Recovery Funds

Minnesota received $2.8 billion from the American Rescue Plan’s (ARP) state fiscal recovery fund and allocated it to two broad purposes:

  • Immediate COVID-19 response
  • Replenishment and repayment of the unemployment insurance trust fund

Immediate COVID response: $500 million

The governor and legislature agreed to allocate $500 million for addressing immediate COVID-19 response needs. Expenditures exceeding $2.5 million are subject to the Legislative COVID-19 Response Commission (LCRC) review process, as outlined in Laws 2021, 1st Special Session, Ch. 12, Art. 5, Sec. 2. Monthly expenditure reports are available on the COVID-19 Response Accountability Office’s American Rescue Plan Reports webpage and checkbook-level spending information is available on TransparencyMN. Please note that the sum total of the authorized items listed below exceeds $500 million due to cancellations from previously approved authorizations.
