Minnesota received $2.8 billion from the American Rescue Plan’s (ARP) state fiscal recovery fund and allocated it to two broad purposes:
The governor and legislature agreed to allocate $500 million for addressing immediate COVID-19 response needs. Expenditures exceeding $2.5 million are subject to the Legislative COVID-19 Response Commission (LCRC) review process, as outlined in Laws 2021, 1st Special Session, Ch. 12, Art. 5, Sec. 2. Please note that the sum total of the authorized items listed below exceeds $500 million due to cancellations from previously approved authorizations.
The governor and legislature agreed to use the remaining $2.3 billion to repay the outstanding balance of the federal unemployment insurance trust fund and replenish the balance with the difference, per Laws 2022 Ch. 50, Art. 1, Sec. 1.
