    The Accounting Services Division at Minnesota Management & Budget provides financial management systems and services that support state operations in the areas of accounting, payroll, and financial reporting. This includes functional support of the Statewide Integrated Financial Tools (SWIFT) and the Statewide Employee Management System (SEMA4). 

    Payroll

    Statewide Payroll Services is responsible for directing the operation of statewide payroll processing, and providing assistance to agency staff enabling them to manage their biweekly payroll effectively and efficiently.

    SEMA4

    SEMA4 (Statewide Employee MAnagement) is the payroll, human resources, and benefits system used by the State of Minnesota. Tools and resources for using the online system reside here.

    SWIFT

    SWIFT (StateWide Integrated Financial Tools) is the PeopleSoft based online financial, procurement, and reporting system used by the State of Minnesota. Annual instructions, training, and other resources for the online system can be found here.

    Statewide Financial Policies

    This is the State Financial Policies section of the Accounting Division of Minnesota Management and Budget.

    Statewide Financial Reports

    Statewide Financial Reports include the Annual Comprehensive Financial Report (ACFR), the Legal Level of Budgetary Control Report (LLBC) (also known as the Comparison of Budget and Actual Revenues, Expenditures, and Changes in Fund Balances and the Supplement to the ACFR), and the Single Audit Report (also known as the Financial and Compliance Report on Federally Assisted Programs).
