All budgets tracked and payments made through the State of Minnesota's enterprise financial system SWIFT (Statewide Integrated Financial Tools) are included in MN Open CheckBook. All payroll transacted through the State of Minnesota's enterprise Human Capital Resource Management System is included as well. MN Open CheckBook contains state budget and payment information for all state agencies and boards, the legislature, courts, and MNSCU (Minnesota State Colleges and Universities).
A budget year identifies the period that money is legally authorized for spending by the legislature. The State of Minnesota's Budget Year starts on July 1st and ends on June 30th of each year. Example, Budget Fiscal Year 2014 begins on July 1, 2013 and ends on June 30, 2014. It is important to understand some money may be available for spending after the Budget Year has ended .
Legal requirements prohibit the state from disclosing the names of individuals receiving assistance from the state. Payments made to these individuals are labeled "Confidential - Non-Public Data on individuals".
Some agencies submit payments to the state's financial system (SWIFT) through an interface file from their sub-systems. A generic payee name of "Payments from Agency Sub-Systems" is given to these transactions because SWIFT does not contain enough information to determine if the payee data is private or public.
