St. Paul, MN: Minnesota Management and Budget (MMB) Commissioner Jim Schowalter today announced that Erin Campbell will become deputy commissioner for enterprise employee resources effective July 13.
“Erin has considerable policy and management experience impacting state agencies and their employees throughout Minnesota,” Schowalter said. “That experience will be extremely valuable as we continue to foster employee resources that attract, support and develop knowledgeable state workers in Minnesota.”
Campbell currently serves as assistant commissioner for facilities and enterprise services at the Minnesota Department of Administration (MDA), a position she has held since 2015. There she leads the facilities management division, fleet and surplus services, real estate and construction, enterprise real property and the Office of Enterprise Sustainability. She has provided leadership and oversight for major initiatives, including restoration of Minnesota’s State Capitol.
While at MDA, Campbell was also tapped to help lead key strategic initiatives elsewhere in the enterprise, including leading the Minnesota Department of Health’s Long Term Care Battle Plan to help keep COVID-19 out of long-term care facilities. She served as senior advisor to Gov. Tim Walz in the spring of 2021, advising the governor on legislative affairs, and as the chief operating officer (COO) for state and cabinet affairs for the Governor’s Office in the summer of 2021. As COO, she gained crucial experience working with MMB on labor relations and contract negotiations, workforce planning and enterprise human resources policy making.
Previously, Campbell served as deputy chief of staff for legislative and policy affairs for Gov. Mark Dayton. She also worked as a lobbyist with the Messerli & Kramer Government Relations Group and spent six years on staff at the Minnesota Senate. She remains First Lady Gwen Walz’s representative on the Governor’s Residence Council.
“It is an honor to join Minnesota Management and Budget and to help ensure resources for state government employees continue to evolve along with agency needs and worker expectations,” Campbell said. “The pandemic and a tight labor market changed the way organizations across the nation approach workforce issues. State government is competing with the private sector to attract workers from the same pool of prospective employees, so we need to be competitive and innovative in our approach to attracting, supporting and retaining great workers.”
Campbell is a graduate of Concordia College and of the state’s Senior Leadership Institute.
Minnesota Management and Budget is the state central service agency responsible for managing state finances, payroll and human resources and for providing systems for daily business operations, information and analysis. The agency serves the state’s governor, Legislature, more than 100 state governmental entities, more than 50,000 state employees and the people of Minnesota.
