Hiring Process

The commitment to Merit Principles is found in state and federal statutes and vigorously followed by the State Government of Minnesota in their hiring practices. Information provided in this section support compliance with and consideration of these merit principles for all human resources staffs and hiring managers.

According to Minnesota Statute 43A, the goals of recruitment are to attract sufficient numbers of well-qualified people to meet the needs of the civil service and to enhance the image and public esteem of state service employment.

In contrast, selection is the process of determining what knowledge, skills, and abilities are essential at the time of hire and using job-related assessment methods to determine whether and to what extent applicants possess those qualifications. These processes come together in that recruitment of qualified applicants requires that one must first identify the Knowledge, Skills, and Abilities (KSA) necessary to be successful in the position.
