Pathway One:

Grant to Nonprofit or Tribal Government

  • Nonprofits and Tribal governments can be appropriated general fund cash for a capital project that serves a public purpose.
  • The nonprofit or Tribal government requests the funding and is the grantee and owner of the project.

Pathway Two:

Grant to Political Subdivision and Use Agreement

  • Political subdivisions, such as cities, counties, and townships, can be appropriated general obligation bond and general fund dollars for a capital project that serves a public purpose.
  • The political subdivision requests the funding and is the grantee and owner of the project.
  • A political subdivision enters into an agreement, called a “use agreement,” with an outside entity, such as a nonprofit or less commonly a Tribal government, to operate the capital project’s program.
