Stevens Amendment Federal Funding Acknowledgement

The United States Department of Labor's (USDOL) annual appropriation to state workforce agencies is subject to a provision known as the Stevens Amendment. This provision requires recipients of USDOL grants and cooperative agreements to acknowledge federal funding when publicly discussing any projects or programs that USDOL funds through its annual appropriation. Its purpose is to ensure transparency and accountability in federal spending

The Minnesota Department of Employment and Economic Development (DEED) is providing the following information in compliance with the Stevens Amendment.

DEED and its subgrantees have received the following federal funding for program year 2025 (PY25) unless otherwise noted:

  • The Employment Services/Wagner-Peyser Program is supported by the U.S. Department of Labor as part of an award totaling $10,724,779.
  • The Workforce Innovation and Opportunity Act (WIOA) Adult Program is supported by the U.S. Department of Labor as part of an award totaling $6,580,946.
  • The WIOA Dislocated Worker Program is supported by the U.S. Department of Labor as part of an award totaling $7,689,386.
  • The WIOA Youth Program is supported by the U.S. Department of Labor as part of an award totaling $7,719,711.
  • The Jobs for Veterans State Grant is supported by the U.S. Department of Labor as part of an award totaling $2,440,000.
  • Foreign Labor Certification (FLC) Program is supported by the U.S. Department of Labor as part of an award totaling $303,894.
  • The Work Opportunity Tax Credit (WOTC) is supported by the U.S. Department of Labor as part of an award totaling $261,123.
  • The Senior Community Service Employment Program (SCSEP) is supported by the U.S. Department of Labor as part of an award totaling $1,848,642.
  • MN RETAIN (2021-2026) - is funded by the U.S. Department of Labor and the Social Security Administration under a grant award of $19,518,509 to the Minnesota Department of Employment and Economic Development that will be incrementally provided. 100% of grant funding is from U.S. Federal funds. 
  • PROWD Expansion Grant (2023-2027) - is supported by the U.S. Department of Labor and U.S. Department of Justice as part of an award totaling $3,000,000
  • Youth Employment Transition Model (ETM) (2024 to 2029) Minnesota Workforce Access for Youth is funded by a grant from the U.S. Department of Labor in the amount of $7,150,000 under Cooperative Agreement No. [24475OD000004-01-0] with the Minnesota Department of Employment and Economic Development that will be incrementally provided. 100% of grant funding is from U.S. Federal funds.
  • The Bureau of Labor Statistics Cooperative Program, comprised of the Current Employment Statistics (CES), Local Area Unemployment Statistics (LAUS),  Occupational Employment and Wage Statistics (OEWS), and Quarterly Census of Employment and Wages (QCEW) programs, is supported by the U.S. Department of Labor, Bureau of Labor Statistics by an award totaling $1,399,619  with $0 (0%) in state, local and/or non-governmental funds.
  • The Workforce Information Grant (WIG) PY25 program is supported by an award from the U.S. Department of Labor in the amount of $593,913 with $0 (0%) in state, local and/or non-governmental funds.
  • The Analyst Resource Center (ARC) program is supported by the U.S. Department of Labor through a grant totaling $805,000.
