How direct care service rates are determined

The methods and regulations for determining service rates vary significantly across more than 100 different types of services that offer direct care in Minnesota. Sometimes a service has an unchanging predetermined rate. But often service rates will vary based on market conditions and a person’s individual support needs.

Review the following information to understand better what a service provider (i.e., an employer) might be receiving for a service rate and what guidelines determine that rate. Note: regulations and service rates can change many times each year. This page is an introduction to direct care service rates and should NOT be used to make decisions about an organization’s practices or budgets.

Some service rates are published online; some are not. If the information you need is not posted online, you may make a public information data request at Data requests / Minnesota Department of Human Services. Please note that DHS is not authorized to share some types of information, such as service rate information for a specific person.
