Resources for clients affected by Housing Stabilization Services termination

On Aug. 1, the Minnesota Department of Human Services (DHS), on the guidance of its own DHS Office of Inspector General, moved to terminate the Housing Stabilization Services program due to large-scale fraud found by OIG's data analysis and investigatory work. This document includes resources available for people enrolled Housing Stabilization Services (HSS) who may be experiencing homelessness or housing instability and are no longer able to get services through HSS.

Housing and basic needs support

This covers housing access support, housing transition and sustaining services, emergency shelter services, rental assistance, Housing Support (GRH) benefits, housing outreach and navigation, and assistance with housing-related expenses, utilities, and basic living needs.

Clinical and mental health services

This includes individual/family/group psychotherapy, medication management and education, crisis intervention and stabilization, mental health case management, psychoeducation, co-occurring substance use disorder treatment, and behavioral health screening and monitoring.

Community integration and life skills

This includes basic living and social skills training, vocational services, educational services, recreational services, peer specialist services, community intervention, functional assessments, and support for volunteering and advocacy activities. This also encompasses transportation assistance, legal services, health services beyond mental health, direct assistance funding, family support services, and connections to broader community and social support services.

Case management and care coordination

This encompasses mental health targeted case management, comprehensive care management, care coordination with other providers, transition coordination services, outreach services, and the coordination of support networks and service referrals.
