Provider Enrollment Processing Delay

The Minnesota Department of Human Services is experiencing a backlog in processing provider enrollment requests, which includes new enrollments, re-enrollments and updates to enrollment information. The department is responding to a federal directive to complete a critical, statewide provider revalidation effort of 13 identified high-risk services and provider types.

Due to this critical Minnesota Revalidate 2026 initiative, we are processing enrollment requests outside of the standard 30-day processing timeframe. Once we have completed the revalidation initiative by May 31, 2026, we will work to resolve the enrollment backlog.

Enrolling as an MHCP provider
Providers and billing organizations doing business with Minnesota Health Care Programs (MHCP) must enroll with MHCP to receive payment for services provided to MHCP members. Learn more about enrolling as a provider for the types of services you want to provide in the Enrollment with MHCP section of the Provider Manual.

Providers must be aware of requirements for their provider type in addition to the information in the Provider Manual Provider Requirements section. Providers are encouraged to attend the free MHCP provider basics training held monthly. Register on the MHCP provider basics webpage.

Online MPSE enrollment portal

Register with the Minnesota Provider Screening and Enrollment (MPSE) portal to enroll online as an MHCP provider. Find more information about the online enrollment portal on the MPSE User Manual webpage.

Electronic funds transfer (EFT) or direct deposit

MHCP recommends all providers sign up to be paid through EFT or direct deposit. EFT payments are a convenient alternative to receiving paper checks and feature many advantages.

EFT payments are:
- Faster – You can access your funds quicker. You don’t have to wait for a check to arrive and you don’t have to make a trip to the bank to make a deposit.
- Safer – You won’t deal with lost, stolen or misdirected checks.
- Easier – You can manage cash flow with less paperwork.
Providers who want to be paid through EFT from MHCP must have an active 10-digit supplier ID and a 3-digit supplier location code assigned from Minnesota Management and Budget (MMB).

To obtain a supplier ID, follow these steps:
1. Go to Minnesota Supplier Portal website and select “Register for an Account” and register as a “New Supplier,” if you do not already have a supplier ID.
2. To add or update banking information to an existing supplier ID via the Supplier Portal, refer to Update Supplier Profile. If you have questions whether your supplier ID is active for direct deposit, call MMB at 651-201-8106.
3. It will take 10 business days after adding your banking information before your supplier ID becomes active. After that, enter your EFT supplier ID and supplier location code using our online Minnesota Provider Screening and Enrollment (MPSE) portal, or fax a completed EFT Supplier ID Notification (DHS-3725) (PDF) to Provider Eligibility and Compliance at 651-431-7462.
Enrollment process for managed care organization (MCO) network providers
The 21st Century Cures Act requires states to enroll all Medicaid providers, both those in Medicaid fee for service (FFS) and those in managed care organization (MCOs) networks. Minnesota Health Care programs (MHCP) started the screening and enrollment process for MCO in-network providers on July 17, 2023.

Review the following frequently asked questions for additional information.
1. Q: Why do providers need to enroll with the Minnesota Department of Human Services (DHS) as an MHCP provider?
  A: Federal law (the 21st Century Cures Act) requires the state agency (DHS) to enroll and screen all MCO in-network providers.
2. Q: Who needs to enroll?
  A: MCO in-network providers must enroll. Refer to the Enrollment with MHCP manual page for a list of provider types DHS enrolls.
3. Q: Are currently enrolled FFS providers required to conduct the screening and enrollment process again to provide services for an MCO?
  A: No. Providers who are actively enrolled as FFS providers are eligible to contract with the MCOs and will not need to go through the screening and enrollment process with DHS again.
4. Q: Can an MCO in-network provider enroll with MHCP without agreeing to provide services to FFS Medicaid members?
  A: Yes. The enrollment process with MCHP allows the provider to choose to provide services to MCO members only or FFS members only, or both.
5. Q: When can an MCO in-network provider enroll with MHCP?
  A: The enrollment processes started on July 17, 2023.
6. Q: What trainings are available to providers?
  A: Providers may start registering for the free trainings. Refer to the Minnesota Provider Screening and Enrollment (MPSE) portal training page for additional information and webinar trainings.
7. Q: What happens if an MCO provider does not enroll?
  A: An MCO must terminate a network provider either immediately after DHS notifies the MCO that the network provider cannot be enrolled, or after the 120 days has passed, and the provider has not completed enrollment with MHCP.
8. Q: When must a provider enroll with MHCP by?
  A: All MCO in-network providers who already have an existing contract with an MCO must enroll by Sept. 16, 2024. The date has been extended from July 15, 2024, to Sept. 16, 2024, except for the following provider types that will require a site visit from DHS:
  - Provider type 10-Community Mental Health Center
  - Provider type 11-Rehab Agency
  - Provider type 46-Day Treatment
  - Provider type 64O-Private Duty Nurse
  - Provider type 82-Medical Transportation
  These providers in the bulleted list in number 8 must enroll by April 30, 2025. This date has been extended from December 31, 2024, to April 30, 2025. Note MHCP will conduct an announced site visit within 60 days of the referral date (a letter will be sent) for the providers listed in the bulleted list in number 8. You must complete both the enrollment process and site visit by April 30, 2025.
  
  All new providers who contract with an MCO starting July 17, 2023, will have 120 days to complete their MHCP Enrollment. The MCOs may hold an in-network provider contract with a provider for the 120 days while the provider completes that process.
9. Q: How can a provider stay up to date with future news from DHS?
