The Office of Dislocated Worker and Federal Adult Programs oversees a variety of employment and training services that are individualized to meet the unique needs of each participant. Information provided supports counselors and service providers in the administration of DWFA programs and services.
The Workforce Innovation and Opportunity Act (WIOA) certification process ensures that Minnesotans and customers in WIOA programs (i.e., Adult, Dislocated Worker or Youth) can find quality training programs that provide credentials upon completion.
The Eligible Training Provider List (ETPL) Provider Portal is the secure website which staff from your institution, like others across Minnesota, will log into to add, edit, or delete your program or course listings on the Minnesota ETPL.

View and edit your program, course, or registered apprenticeship information, if desired
To be eligible to be listed on the ETPL, your institution must first be licensed, registered, or legally exempt by the Minnesota Office of Higher Education (OHE), or other state agency as appropriate.
Training information entered into the Training Provider Portal will be visible to the general public through the Career and Education Explorer website.

You can access the Eligible Training Provider List (ETPL) information using the Career and Education Explorer. The Career and Education Explorer (CEE) is a public-facing webtool providing information relating to Minnesota training opportunities and occupational information. Jobseekers, counselors, and the general public may use this tool to search, view, and compare trainings. Users can start their search either by occupation or by education, so a user can search for an occupation of interest and crosswalk to related education for that occupation, or can search for educational opportunities and crosswalk to related occupations for that training. The CEE also identifies trainings that are WIOA-certified.

Rapid Response is a pro-active, business-focused, and flexible strategy designed to respond to layoffs and plant closings by quickly coordinating services and providing immediate aid to companies and their affected workers. Rapid Response teams will work with employers and any employee representative(s) to quickly maximize public and private resources to minimize disruptions associated with job loss. Rapid Response can provide customized services for an affected company, accommodate any work schedules, and assist companies and workers through the painful transitions associated with job loss including virtual services as needed.
