Sustainability

In state fiscal year 2018, DHS spent $5.2 billion on long-term services and supports through the Medicaid and Alternative Care programs. Over the next five years, this is projected to grow by over 7% per year. On average, serving people through Home and Community-Based Services (HCBS) is less costly than institutional care. Increasing the proportion of people served in their homes and communities contributes to the ongoing sustainability of the LTSS system.

Measures:

• Percent of people who use HCBS services
• Percent of LTSS spending in HCBS
• Average LTSS spending per person

Community

In general, people report they have a higher quality of life when living in the community. Minnesota strives to offer a robust system of services to ensure that even people with the most acute needs have the option to live in their homes and communities.

Measures:

• Percent of people receiving HCBS waiver services at home
• Percent of people receiving HCBS waiver services who have higher needs
• Percent of people with higher needs who receive waiver services at home

Employment

Minnesota’s Employment First Policy envisions a future where all people with disabilities can achieve competitive, integrated employment. It means raising the expectation that all working age Minnesotans with disabilities can work, want to work, and can achieve competitive integrated employment or self-employment.

Measures:

• Percent of people receiving disability waiver services who have earned income
• Percent of people receiving disability waiver services who are earning more than $600 per month
