Ombudsperson for Public Managed Health Care Programs

The Minnesota Managed Health Care Ombudsperson Office works with people who have Medical Assistance or MinnesotaCare and who are enrolled in a managed health care plan. The ombudsperson helps with access, service and billing questions. The ombudsperson can also provide information about managed health care grievances and appeals.

What can the managed care ombudsperson do?

When should I call an ombudsperson for help?

Any time you have a question or concern about your coverage, call your health plan Member Services first. The number for your health plan is on the notice you received and on the back of your health plan ID card. If you still need assistance, call the ombudsperson if:

  • You cannot solve a problem by talking to your health care provider or health plan.
  • You have questions about how your health care coverage works.
  • You are not getting the care that you need.
  • You are getting bills that you think your health plan should pay.
  • You do not know how to file a grievance or appeal with your health plan.

The Minnesota Managed Health Care Ombudsperson Office works with people who have Medical Assistance or MinnesotaCare and who are enrolled in a managed health care plan to do the following:

  • Serve as an objective resource to ensure people receive medically necessary covered services
  • Identify issues and possible solutions
  • Provide information about appeals and grievances
  • Explain how to navigate managed care plans
  • Identify ways to improve managed care

To achieve equitable outcomes for all managed care enrollees accessing services covered by Medical Assistance or MinnesotaCare.
