Transitional Housing Program

The Transitional Housing Program provides safe, supportive, time-limited housing for all household types experiencing homelessness to bridge the gap from homelessness to permanent housing. Tribal Nations, nonprofits, and local units of government receive funding to serve varied populations including victims of domestic violence, veterans, families, adults, unaccompanied youth, migrant and seasonal farmworkers, people living with HIV/AIDS, and people with mental health and/or substance use concerns, among others.

Participants are required to pay at least 25% of their household income for rent, and the program stay is limited to 36 months; however, programs may request approval for extensions for households needing assistance longer than 36 months.

Support services available to participants include case management, coaching (life and tenancy skills), and referrals to access housing, child care assistance, employment counseling and job placement, education, medical services, mental health resources, substance abuse treatment, transportation, and other services needed to stabilize households.

Highlights from state fiscal year 2025

  • 1,795 individuals (single adults and people in families) received transitional housing.
  • 78% of households had income at program exit.
  • 74% of households (with known exit locations) were permanently housed at exit.
