CDCS and CSG fiscal changes
DHS is changing fiscal services for the consumer-directed community supports (CDCS) service and the Consumer Support Grant (CSG) program to better support people who use them.
What will change?
Currently, a person who uses CDCS or CSG receives assistance from a fiscal support entity (FSE) to help him or her with employer-related and other financial responsibilities.
With this change, a person who uses CDCS or CSG will receive assistance from a financial management services (FMS) provider instead of an FSE.
While a fiscal supports entity (FSE) offered three employment models, a financial management services (FMS) provider will offer one: The payroll model. In the payroll model, a person who uses CDCS or CSG is the employer of his or her support workers (i.e., participant employers).

What will not change?
A financial management services (FMS) provider will help a person do many of the same things a fiscal support entity (FSE) did. Specifically, a FMS provider will:
- Submit claims to the state for services, supports and goods
- Help a person hire and pay his or her workers
- Pay and file taxes on a person’s behalf
- Pay workers’ compensation if necessary.
An FMS provider also will help a person get his or her Federal Employer Identification Number (FEIN) so he or she can employ support workers.
How will this change affect a person who uses CDCS or CSG?
A person who uses CDCS or CSG will continue to use his or her fiscal support entity (FSE) until DHS enrolls and contracts with financial management services (FMS) providers.
After DHS enrolls and contracts with FMS providers, a person will be able to choose his or her FMS provider. A person’s current FSE may or may not choose to become an FMS provider.
What do lead agencies and people who use CDCS or CSG need to do?
Lead agencies and people who use CDCS or CSG do not need to do anything at this time.
When will this change happen?
Before DHS implements this change, we need to:
- Enroll and contract with financial management services (FMS) providers
- Revise waiver plan language
- Host a public comment period
- Obtain federal approval.
DHS will give participants, lead agencies and interested stakeholders progress updates.
