Emergency Solutions Grant

The Emergency Solutions Grant uses federal funding to address homelessness in Minnesota. The state issues subgrants to eligible entities who directly provide activities under this grant. Eligible entities for grant funding include nonprofits and local units of government.

Eligible activities for Emergency Solutions Grant funding include:

  • Rapid re-housing
  • Prevention
  • Emergency shelter
  • Data entry in Minnesota’s Homeless Management Information System
  • Administration

In 1986, the Emergency Shelter Grants Program was authorized under the federal McKinney-Vento Homeless Assistance Act. In 2009, the program was reauthorized under the Homeless Emergency Assistance and Rapid Transition to Housing Act and renamed the Emergency Solutions Grant. The federal Department of Housing and Urban Development administers the program and distributes funds to states and local units of government. The Minnesota Department of Human Services awards its share of grant funds to eligible entities through a competitive request for proposal process.

Highlights from state fiscal year 2025

  • 126 people were assisted with tenant-based rental assistance (rapid re-housing)
  • 3,989 people were assisted with overnight emergency shelter
  • 125 people were assisted with homelessness prevention
