Deaf, DeafBlind and Hard of Hearing State Services helps Minnesotans with hearing loss and their families find resources, services, technology and support for everyday communication needs.
Get help using the phone
Minnesota Access to Communication Technology (MN ACT) loans free adaptive phone devices to people who are deaf, deafblind, hard of hearing, have speech disabilities or have physical disabilities that make phones hard to use. If you qualify, you can use the device for as long as you need it.
Traffic stop communication card
Use this card to help communicate if you are pulled over, in an accident or in an emergency. Keep a printed card with your driver’s license, and always keep your hands on the steering wheel until the officer gives instructions.
Communication access is your right
The Americans with Disabilities Act (ADA) and other laws require governments, businesses and organizations to provide communication access for people who are deaf, deafblind or hard of hearing. Ask for the support you need, such as an interpreter, assistive listening device, captioning or another accommodation.
