You can help make it right
If you suspect a person who is vulnerable is being neglected, mistreated, or exploited, call the Minnesota Adult Abuse Reporting Center (MAARC) at 1-844-880-1574. A small step could make a big difference. Taking action can be uncomfortable, but it’s important for people who are vulnerable, as you may be someone’s only chance for getting help. Knowing your resources and options can make things much easier.

Remember: it is important to report ALL suspected abuse, neglect, and financial exploitation. It’s very possible the person you are concerned for may be reluctant or unwilling to tell others what happened to them. They may need to know that people care, and help is available.

It’s natural to be concerned that calling might actually cause even more problems for the individuals involved. There are specialized services in place for each unique situation to best help those affected. Be aware that law enforcement will be notified if a crime may be involved.

The hard facts
Between July 2020 and June 2021, The Minnesota Department of Human Services received an average of 4,600 reports of alleged maltreatment each month. There are likely many more incidents that go unreported. Your call matters – to us, and certainly to the person you’re concerned about.
Signs of maltreatment
Physical signs
- Broken bones, bruises, bleeding, burns, cuts or infections
- Weight loss
- Dehydration
- Lack of necessities such as food, water, or utilities
- Not having needed medical care
- Bloody sheets, or clothing
- Not dressed for the weather
- Being dirty, or unkempt
Behavioral signs
- Increased agitation, combativeness or confusion
- Disrespectful or humiliating treatment
- Fear or anxiety
- Isolation or withdrawal
- Conflicting statements
- Hesitation to talk openly
Financial signs
- Unpaid bills
- Lack of access to their own money
- Sudden changes in spending or financial management
- Unexplained missing funds or valuables
- Losses from theft or fraud
- Forged signatures or financial transactions
- Individual is taken to make account withdrawal
