Advisory Task Force on Gambling Disorder
The Minnesota Department of Human Services (DHS) Advisory Task Force on Gambling Disorder (ATFGD) advises the Department on policies and programs related to gambling disorder and makes recommendations to strengthen a culturally responsive and recovery-oriented continuum of services for Minnesota residents.What the Task Force Does
The Task Force:
- Advises the department on policies, and programs related to gambling disorder.
- Provides input on program plans, goals and objectives.
- Helps identify gaps and opportunities to improve gambling disorder education, awareness, prevention, early intervention, treatment and recovery support.
- Provides recommendations on ways to better engage communities that are underrepresented in gambling disorder policies and programs.
- Reviews legislation and emerging issues related to gambling disorder and provides feedback to the department.
- Utilize member networks for the facilitation of communication among citizens, gambling disorders and addiction service consumers, service providers and state government and especially to help the department to connect with underrepresented communities for increased engagement in Problem Gambling’s policies and programs.
Membership
The Task Force has 15 seats representing diverse perspectives and experience related to gambling disorder, including:
- Tribal nations, including Ojibwe, Dakota and urban tribal representatives
- Rural and metro-area gambling disorder treatment and prevention providers
- People with lived experience of gambling disorder
- Family members and concerned community members
- Underserved communities
- Young adults in recovery from or at risk of gambling disorder
- State agencies working in areas related to gambling and gambling disorders with relevant expertise
The Minnesota Department of Human Services seeks membership that reflects the geographic, cultural and community diversity of Minnesota.
Members are appointed by the Commissioner of Human Services through the Minnesota Secretary of State's Boards and Commissions appointment process and serve two-year terms.

The Task Force meets every other month for 90 minutes.

Member Expectations
Members are expected to attend and actively participate in meetings and to bring the perspectives and experiences of the communities they represent to the Task Force's work.
Background
The Advisory Task Force on Gambling Disorder builds on the work of the group formerly known as the Compulsive Gambling Advisory Committee. In August 2024, DHS reviewed the group's structure following guidance from the Minnesota Secretary of State's Office that the work of the group was that of a task force rather than a statutorily required advisory committee.
The Task Force operates under the Department's authority and advises DHS in support of its responsibilities related to gambling disorder services under Minnesota Statutes, section 245.98.
