Martha Josephson serves as Assistant Commissioner for Agency Effectiveness. In this role, she leads and coordinates with internal and external partners on major initiatives, special projects and cross-agency collaboration.

Josephson comes to DHS with over 20 years of experience partnering with and advising leaders within the private and public sectors, including the Office of Governor Tim Walz and Lt. Governor Peggy Flanagan, the Minnesota Department of Agriculture, the State Emergency Operations Center during the COVID-19 pandemic, and the U.S. House of Representatives.  

She holds a bachelor’s degree in political science and English from Valparaiso University and a master’s degree in comparative ethnic conflict from Queen’s University Belfast.
