Elmer L. Andersen Human Services Building

Limited parking for visitors is available in the Andersen Ramp, attached to the Elmer L. Andersen Human Services Building.

Ramp hours are 4 a.m. to 9 p.m.

Visitors can park on the first level of the ramp for up to four hours and pay at a self-service machine located near the ramp elevators.

Enter and exit the ramp from Minnesota Street, a northbound one-way street. The ramp's right lane is the visitor parking entrance.

Visitors with disabilities must display a Minnesota Department of Public Safety disabled parking placard when parking in accessible parking spots.

All visitors must register at the security desk in the Andersen Building lobby.

Pay your premium at the MinnesotaCare office in downtown St. Paul. You may pay by cash, check or money order. If you pay by cash, you must have the exact amount. Take your payment to:

From the south (Rochester area)

Take U.S. Highway 52 north to St. Paul. Follow US-52 north across the Lafayette Bridge. Using the middle lane, exit onto I-94 west toward I-35E, then take exit 242A (on the right) to 12th St. Take the first left onto Jackson St. and follow Jackson for two blocks. Turn right on 10th St. and follow it for two blocks to Minnesota St. Turn right on Minnesota Street. The entrance to the first level public parking spaces for the Andersen Building is on the left side just past the intersection of 10th Street and Minnesota Street. Metered street parking is also available around the building.

From the south via I-35E

Follow 35E north to the 11th Street exit in downtown St. Paul. The Andersen Building is on the corner of 11th and Cedar streets. To reach the first-level public parking spaces in the ramp, proceed on 11th Street to Robert Street (being mindful of any approaching light-rail cars) turning right on Robert, then right on 10th and then a right on Minnesota. Immediately turn into the left lane of Minnesota to access the public entrance to the ramp.

From the south via U.S. 169

From the west via I-394

Follow I-394 east to I-94 east exit near the Minneapolis Lowry Tunnel. Follow I-94 east to St. Paul exiting on 10th Street. Follow 10th to Cedar turning right on Cedar. The Andersen Building is on the corner of 10th and Cedar, however, the first-level public parking in the Andersen Ramp is reached by turning left from Cedar across the light-rail tracks being mindful of any approaching trains onto 10th Street and then left from 10th to Minnesota Street and left into the ramp public parking entrance.

From the west via I-94

From the north via I-35E

Follow I-35E south to the Wabasha and 10th Street exit into downtown St. Paul. Veer right off the exit to 10th Street. Follow 10th Street several blocks to Minnesota Street. The Andersen Building is on the corner of 10th and Minnesota (adjoining the St. Paul Fire Department station on the first floor). Turn right onto Minnesota and turn into left lanes quickly to make an immediate left turn into the first level public parking entrance for the Andersen Ramp.

From the east via Minnesota 36

Follow 36 west to the intersection with I-35E southbound. Follow I-35E south to the Wabasha and 10th Street exit into downtown St. Paul. Veer right off the exit to 10th Street. Follow 10th Street several blocks to Minnesota Street. The Andersen Building is on the corner of 10th and Minnesota (adjoining the St. Paul Fire Department station on the first floor). Turn right onto Minnesota and turn into left lanes quickly to make an immediate left turn into the first level public parking entrance for the Andersen Ramp.

From the east via I-94

Follow I-94 west to the Sixth Street exit to downtown St. Paul. This exit is a left-side exit off the freeway. Follow Sixth Street through downtown to Minnesota Street. Turn right onto Minnesota. The Andersen Building is on the corner of 10th Street and Minnesota. Minnesota is a one-way street going north. Access the first-level public parking space in the Andersen Ramp by turning left just past the intersection of 10th and Minnesota Street.
