The Minnesota Department of Human Services (DHS) provides or administers a variety of services to help people meet their basic needs and live as independently as possible.Privacy rights and data requests
Data privacy
Read the notice of privacy practices to learn how your private information may be used and shared and what rights you have. You can also learn how to file a complaint if you think your privacy rights were not protected.
Data requests
You can ask for public data from human services programs, and you can also ask for private data about yourself. Learn how to make a written request, where to send it and how to use the request forms.
Appeals
The Appeals Division holds fair hearings when people disagree with a decision about benefits, services or other programs. Human services judges also hear cases that involve claims of program fraud.
Financial operations division
The financial operations division manages the department’s money and handles financial tasks. This includes building budgets, paying bills, processing payments, and helping with employee payroll.
County financial disputes
The department helps resolve disputes between counties about which county must pay for human services. This process does not change whether a person can get services or benefits.

The Jensen Settlement Agreement stemmed from a lawsuit alleging that restraint and seclusion were used at the former Minnesota Extended Treatment Options program. It explains how the department and the plaintiffs agreed to resolve the case and includes the plan used to meet the terms of the agreement.
