Rewrite PELSB PLD Application and Document Scanning

Summary:  The Professional Educator Licensing and Standards Board (PELSB) PLD Application and Scanning Interface is essential for issuing educator licenses in Minnesota. The interface's outdated technology poses significant risks, including system failure, security vulnerabilities, software incompatibility, high operating costs, and poor performance. To ensure the system's long-term viability and operational integrity, this project aims to update the system. Planned upgrades include converting the code to a supported version, using modern browsers, implementing enhanced security, transitioning to a web-based application, and upgrading scanning equipment. The ultimate goal is to move towards electronic documents, reducing the need for scanning.

Value: Update the end-of-life technology that supports educator licenses for the State of Minnesota eliminating the risk of system failure and downtime.
