Boards-Modernize License Compliance System
Summary: The Licensing Compliance System (LCS), which includes online application and renewal sites, is essential for the initial licensing, renewals, and enforcement activities of the Minnesota Board of Accountancy (BOA) and the Minnesota Board of Architecture, Engineering, Land Surveying, Landscape Architecture, Geoscience, and Interior Design (AELSLAGID).
While LCS has proven cost-effective and reliable over nearly two decades, its underlying technology no longer aligns with the state’s strategic direction toward cloud-based solutions. Modernizing LCS is beyond the capacity of the Boards’ limited resources (13 staff and a $1.7 million annual budget).
This funding supports hiring a technical writer and business analyst for six months to:
- Document the specifications, requirements, and business rules of the current system.
- Research potential solution options.
- Prepare a comparative analysis and project proposal for Phase 2 of modernization.
Impact: When this project is completed, the Boards will have clear and detailed documentation of the code base and technical specifications for the Licensing Compliance System (LCS). The project will gather and outline the system’s requirements and business rules with input from Board staff to ensure it meets their needs. Research will be conducted with users and customers to understand what features are most important. The team will also look at current solutions used by other state agencies and available in the marketplace. This effort will result in documents that outline high-level and detailed requirements, as well as user-focused features. Additionally, a Phase 2 plan, including a cost estimate and roadmap, will be ready for review by the Technology Management Fund (TMF). Any proposed solution will be economical and designed to minimize disruption to the Boards’ ability to carry out their duties.
