Automating MNsure's Easy Enrollment for Health Insurance

Summary: MNsure’s new Easy Enrollment program aims to connect uninsured Minnesotans with information about their eligibility for health insurance coverage and financial assistance. Consumers can participate by simply checking a box on their tax form. Given the highly sensitive data involved and the high volume of anticipated requests, with an expected 60,000 requests annually, TMF funding will support the development of an automated business solution for MNsure. This solution will help remove risks associated with human error, increase the accuracy of eligibility determinations, and create crucial guardrails for sensitive data. 

Value: By eliminating the information gap, the program will help more Minnesotans access and obtain health insurance. Many uninsured individuals are often unaware of the financial help available, including no or low-cost coverage through Medical Assistance and MinnesotaCare, as well as tax credits and cost-sharing reductions for private health plans. The program will provide a personalized assessment and connect Minnesotans with the financial assistance they’re eligible for. 

Impact: Implement an automated business solution to securely receive data from the Department of Revenue, streamlining eligibility and outreach for health insurance coverage and financial assistance to uninsured Minnesotans.
