Empowering MDA Customers Through Modern, Self-Service Licensing Tools

The Minnesota Department of Agriculture (MDA) is improving service delivery for more than 65,000 license, permit, and certificate holders through a modernized digital platform that supports self-service account management and pre-application functionality. With Technology Modernization Fund (TMF) support, this project will enhance transparency, streamline the licensing process, and give customers more control over their data. It also sets the foundation for integrating OneMN Login in the future, creating a unified, secure experience for all users interacting with MDA’s digital services.

Today’s license applicants often encounter manual processes, duplicate data entry, and delays in communication. This new system will allow customers to create and update their accounts before submitting applications, reducing friction and ensuring data accuracy. The pre-application functionality enables MDA to engage with prospective licensees earlier—sharing regulatory guidance, clarifying next steps, and helping ensure compliance before a license is ever issued.

The project also supports MDA’s legal obligations by allowing customer data to be collected in a standardized, timely manner across programs. Internally, it will help the agency streamline workflows and reduce the administrative burden associated with managing core customer data across disparate systems. Once implemented, this flexible, scalable foundation will make it easier to bring additional licensing processes into MDA’s e-licensing system.
