Human Services Systems Modernization Advisory Council
The Human Services Systems Modernization Advisory Council was established in Chapter 120, 2026 session laws (S.F.334) as a permanent cross-sector body dedicated to guiding the modernization of technology systems that support human services programs statewide. The council brings together leaders from state agencies, counties, Tribal Nations, and human services operations to provide strategic advice, shared governance, and transparent decision-making for technology investments that impact hundreds of thousands of Minnesotans.
The Advisory Council advises the Departments of Children, Youth, and Families (DCYF), Human Services (DHS), and MNIT on long-term modernization strategies that strengthen how human services programs are delivered across Minnesota. This includes guidance on data sharing, cybersecurity, accessibility, enterprise architecture, privacy standards, and coordinated planning across partners. The council helps ensure modernization efforts reflect the realities of Minnesota’s frontline workers, the needs of families and communities, and the operational priorities of counties and Tribal Nations.
