Minnesotans expect modern, digital applications that can provide access to services at any time, from any place, and in an equitable and secure manner. In 2023, the Minnesota Legislature provided $40 million of funding over four years for the Technology Modernization Fund (TMF). The TMF allows Minnesota IT Services to fund projects and efforts that modernize, secure, and improve the customer experience of executive branch technology systems. MNsure’s new Easy Enrollment program aims to connect uninsured Minnesotans with information about their eligibility for health insurance coverage and financial assistance. Consumers can participate by simply checking a box on their tax form. Given the highly sensitive data involved and the high volume of anticipated requests, with an expected 60,000 requests annually, TMF funding will support the development of an automated business solution for MNsure. This solution will help remove risks associated with human error, increase the accuracy of eligibility determinations, and create crucial guardrails for sensitive data.
