Mandatory Training
According to Minn. Stat.16B.98 subd 6a, as of July 1, 2025, all state agency staff assigned grant management responsibilities must complete an initial grants management training before assuming grants management job duties and must complete continuing grants management training on an annual basis. The following information outlines the options for fulfilling these requirements in FY26.

Initial Training
Initial training is only required once as staff assume grants management responsibilities. Staff may satisfy the initial training requirement by completing one of the following:
1) OGM's self-paced Introduction to Grants Administration Course available via self-service portal and Enterprise Learning Management (ELM) or their agency's learning management system.

Select Class Code: G02ADMGRADINTROFY26
2) Virtual OGM Overview of Grants Administration or Introduction to Grants Administration course in FY25 or later.
3) An OGM approved agency level training that covers similar content.
Ongoing Annual Training
By June 30, 2026, all state agency staff assigned grant management responsibilities must complete one of the Grant Fraud Awareness trainings offered by the Office of Grants Management that best fits their role, as part of their continuing education pursuant to Minnesota Statutes, Section 16B.98, Subd. 6a.
Enterprise staff can register and cancel their attendance directly through the event webpage for each training (links below). After registering, you will receive reminder emails and an attached ical file to add the event to your calendar. If you do not have an email address at the @state.mn.us domain, please reach out to OGM (Grants.ADM@state.mn.us) for registration instructions. Training events will be capped at 120 people to encourage participation and due to Microsoft Teams limitations regarding attendance records.
OGM will be offering this course regularly (multiple times per month) though out the rest of the fiscal year.
Grant Fraud Awareness Training for Staff
This training is meant for grant staff in agency’s grantmaking operations including the administration, management, and oversight of state grants. This training will provide foundational information about fraud risk factors and common fraud schemes, identify internal control activities that can support fraud prevention, and review information about enterprise expectations for reporting concerns, including suspected fraud or misuse of state grant funds.
Please only register for one date, the same content is delivered at each event. Additional dates will be adding throughout the year to ensure staff are able to take this training.

Grant Fraud Awareness Training for Managers and Supervisors
This training is meant for managers, supervisors, or others who lead agencies or operational units that are delivering and overseeing their agency’s grant programs and grantmaking operations. In this training, you’ll improve your understanding of fraud risk factors, fraud risk management concepts, and strategies for fostering an agency culture of grant fraud prevention. Attendees will also learn about enterprise expectations for agencies and management for developing and utilizing channels to report and respond to potential fraud or misuse, including required enterprise reporting.

Join OGM staff for an overview presentation of the updates to Policy 08-07: Single Source Grants and the corresponding Single Source Justification Form that are effective 11/21/25. The trainer will provide the context for the updates, a walk through and orientation to the policy and the form, with time for questions.
