Population Estimate Submission Process for School Districts
The Minnesota State Demographic Center provides annual population estimates for all school districts in Minnesota, which can be used for various statutory purposes (e.g., sections 124D.20 and 124D.531). School districts may also create and submit their own population estimates for review and certification by the State Demographer.Below is the detailed process and timeline for submitting and certifying school district population estimates.Annual Timeline

To use the State Demographic Center’s estimate, begin by reviewing the estimates on or after June 1. Visit the State Demographic Center website to access the population estimates by navigating to the School District Data page.Between June 1 and June 30, your School Board can pass a resolution adopting the estimate. The resolution must reflect the prior year’s estimate and must be passed before the statutory deadline of June 30. If your School Board intends to use the State Demographic Center’s published estimate, you are required to pass a resolution adopting it. The School Board or their staff designee must then submit the signed resolution during the designated submission window.From June 1 through August 31, submit the resolution to the State Demographic Center via email at megan.dayton@state.mn.us. Your submission should include a signed copy of the resolution (PDF format preferred), the date the resolution was passed, and contact information for a designated school district representative. School districts may create their own population estimates. When doing so, districts must include detailed documentation outlining the criteria used to develop the estimate (e.g., population estimates, housing units, building records, or school enrollments) and clearly describe the methodology and data sources.The School Board must pass a resolution approving the new estimate on or before the statutory deadline of June 30. The resolution must reflect the prior year’s estimate and the School Board or its staff designee must submit it within the designated submission window. It must state the new population estimate and describe the basis for the estimate.The School Board or its staff designee must submit all supporting documentation to the State Demographic Center by June 30. Submit materials via email to demography.helpline@state.mn.us. If approved, we will certify the estimate and send the update to the Minnesota Department of Education (MDE). - What year’s population estimate can we submit?
The estimate must reflect the calendar year immediately before submission (e.g., 2024’s estimate when submitting in 2025).
- What happens if my School Board does not adopt a resolution by the deadline?
If a School Board does not submitted a resolution by August 31, the most recent certified estimate will remain in effect. This estimate could either be the last federal census count (for years ending in 0) or the district's last approved re-certification.
- Can my district revise a previously submitted estimate?
No. Estimates for a given year must be final at the time of submission.
- Who should I contact if I need clarification?
Contact the State Demographic Center at isd.pop.certification.adm@state.mn.us.
- How long will it take for the State Demographic Center to review my estimate?
The State Demographer will respond within 30 days of receiving a complete submission.
- Can we submit a population estimate for only part of our school district?
No. Population estimates must reflect the entire district to be considered for certification.
- What if I never ask for a certification?
If a school district never requests a certification, its population estimate defaults to the decennial census count. This count is updated every ten years, in years ending in 0, regardless of whether the district requests and receives a new certification between censuses.
- Does the resolution need to reference the 2020 Census figure or our most recently certified estimate?
The resolution only needs to include the new population estimate (e.g., the 2024 estimate in a 2025 resolution). Some districts choose to reference a previous year for context, either the 2020 Census or a previous update, but doing so is optional. The State Demographic Center and the Minnesota Department of Education only require that the resolution clearly states the current estimate.
