Efficiency and Effectiveness Benchmarking Study

Faced with a challenging economic environment, the State of Minnesota is increasingly focused on reducing costs and improving administrative support operations. As such, the State is seeking ways to become more efficient and is considering alternative delivery models for core business support operations that yield more efficient and effective service delivery. In 2012, the State of Minnesota enacted legislation and appropriated funds (Chapter 292, Article 4, Section 17) to contract for an assessment of the efficiency and effectiveness of the State government’s finance, human resources (HR), payroll and procurement processes. The objective of this assessment is to compare the State’s performance in these areas to peer groups and world class organizations, quantify performance gaps, uncover hidden costs, identify improvement initiatives, and suggest a prioritized ranking of improvement initiatives.
