ST. PAUL - The Minnesota Department of Administration announced that construction of two temporary parking lots on the State Capitol Mall will begin this week. The temporary lots are a key part of the first phase of the comprehensive State Capitol Restoration project. Construction work in the Capitol basement will begin in September.
The temporary parking is necessary due to the closures of the current parking lots immediately adjacent to the Capitol Building. Existing lots N, O, and Aurora Avenue will serve as staging areas for construction equipment and materials as well as a safety perimeter to protect visitors and Capitol employees in what will be an active construction site. The parking changes impact those who work in the Capitol but public parking around the complex will not be impacted in this phase.
"Construction around the Capitol will cause inconveniences in the short-term but ensure a safe and functioning Capitol building and complex for future generations," said Spencer Cronk, Commissioner of Administration. "Throughout the construction we are committed to keeping the Capitol open to the public and ensuring access to the legislative process."
The temporary lots will be removed as the restoration project is completed and the Mall will be restored. The temporary lots have been designed to protect the memorials and trees on the Mall. The attached diagram details the location of the two temporary parking facilities and staging area to be located on the Mall.
The Capitol Preservation Commission unanimously approved a comprehensive restoration plan in 2012 as well as the subsequent work phases. The project is designed to be completed in phases and includes repairs to the deteriorating facilities in addition to modernization of the mechanical, electrical, plumbing, life-safety, security and telecommunication systems. This work will be accomplished while preserving the architectural integrity of the historic Capitol Building in keeping with architect Cass Gilbert's original design. The restoration project is expected to be completed in December 2016.
