Department of Administration is Seeking a New Risk Management Director

About the Position: Risk Management Director

Minnesota’s Risk Management Director is responsible for directing the state’s property, casualty and workers’ compensation insurance coverages and related services to state entities. This includes not only the executive branch of state government, but also the legislature, judicial branch, Minnesota State colleges and universities, and political subdivisions. The Director oversees the Risk Management Fund (RMF) of approximately $25 million with annual premiums of over $10 million and administers a workers’ compensation budget of approximately $25 million for a total annual budget of $50 million. The Risk Management Division is made up of 37 highly skilled professionals, from program managers to attorneys and many more.

The Team: Risk Management Division

The Risk Management Director provides executive leadership to the State of Minnesota’s insurance coverages, better known as the Risk Management Division (RMD). RMD is part of the Minnesota Department of Administration.

The mission of RMD is to Maximize Minnesota’s governmental resources by helping our customers actively manage risk. RMD seeks to deliver highly valued risk and claims management products and services to customers at below market rates and helps to provide a safe workplace where employees thrive.

RMD has an annual operating budget of $7.2 million. There is no contribution from the State’ General Fund. Administrative fees are collected from our customers.

The Work: A Snapshot of Insurance Coverages in Minnesota

We provide auto liability coverage for all state agencies, and offer our customers auto physical damage, property, and general liability coverages through the self-insured RMF. We provide the following services:

  • Property, general liability, and auto physical damage claim services for the RMF. We contract with a third party administrator to adjust auto liability claims.
  • Consulting services in the form of insurance information and claim procedures for uninsured state agencies, premium cost allocation, and contract/vendor insurance requirements.
  • Property appraisals to ensure accurate replacement cost values.
  • Construction Occupancy Protection and Exposure and infrared inspections with the goal of reducing future property losses.
  • Drivers’ license record checks to review drivers’ records.
  • Non-insured tort claim services to agencies that do not have liability insurance coverage.

We utilize insurance brokers to:

  • Purchase reinsurance from the private market to protect the RMF from catastrophic losses.
  • Provide current insurance market information, expertise, and resources.
  • Purchase conventional insurance products for exposures not included in the RMF.

We provide workers’ compensation coverage to the executive, legislative and judicial branches of state government, Minnesota State colleges and universities, and a few quasi-state agencies and their employees and volunteers as defined in Minn. Stat. Chap. 176. We provide services through three distinct units:

  • Claims management administers all workers’ compensation claims filed by state employees.
  • Safety and loss control works to reduce the frequency and severity of the most common injury types.
  • Legal defense services are provided when there is an irreconcilable dispute involving medical treatment, rehabilitation issues, payment of benefits, or any combination of these factors.

The Director’s Important Leadership Role

Some of RMD’s customers have the flexibility to choose either RMD insurance programs or other options, including those offered by private sector businesses. As a result, the Director must display creativity and business savvy to compete effectively with private insurance organizations pursuing some of the same customers, all while working within the unique constraints of the public sector.

Furthermore, as the leader of Risk Management’s insurance programs, the Director is the final administrative decision-maker for the State on most matters related to the state’s insurance. Areas where this decision-making applies include:

  • Coverage provided by the RMF or purchased
  • Liability on the part of the state for submitted claims
  • Types of services provided by RMD

While the Commissioner of Administration has the ultimate responsibility for these insurance programs, the responsibility for decisions lies first with the Director.

Relationships and Reporting: Colleagues, Customers, and Collaborators

The Director reports to the Assistant Commissioner of Community Services of the Minnesota Department of Administration.

The Director supervises the following staff in RMD:

  • Property and Casualty Program Manager
  • Workers’ Compensation Program Manager
  • Business Administration Manager

In addition, the Director indirectly supervises the remaining 36 employees in RMD.

Beyond direct reporting, the Director has working relationships with appropriate policy makers across state government and private industry, including commissioners, deputy and assistant commissioners, legislators, insurance brokers, reinsurers, and related professional organizations.

It is vital for the Director to build and maintain positive relationships with these groups, focusing on open communication and constructive, collaborative problem-solving.
