Association of Minnesota Public Educational Radio Stations (AMPERS)
$1,891,500 the first year and $1,891,500 the second year are to the Association of Minnesota Public Educational Radio Stations for production and acquisition grants in accordance with Minnesota Statutes, section 129D.19.
- Veteran’s Voices: $194,000 the first year is for statewide programming to produce and distribute the Veterans' Voices program to educate and engage communities regarding Minnesota veterans' contributions, knowledge, skills, and experiences with an emphasis on the untold stories of veterans from diverse communities.
- Group Project: Of this amount, $618,500 the first year and $618,500 the second year will be allocated to AMPERS for a group project based on AMPERS recommendations.
- Additionally, $175,000 from Ampers FY20 and FY21 unspent Legacy grants were moved to the FY22 Ampers Group Project. This amount is in addition to the totals below.

Science Museum of Minnesota
$679,000 the first year and $679,000 the second year are to the Science Museum of Minnesota for arts, arts education, and arts access and to preserve Minnesota's history and cultural heritage, including student and teacher outreach, statewide educational initiatives, and community-based exhibits that preserve Minnesota's history and cultural heritage.
Wilderness Inquiry:
$388,000 the first year and $388,000 the second year are to Wilderness Inquiry for the Canoemobile program, which provides students with an outdoor educational experience aligned with the Minnesota history graduation standards.
City of St. Paul, Phalen Park:
$388,000 the first year is to the city of St. Paul to design and develop the Chinese garden in Phalen Park in collaboration with local artists and members of the local Hmong community including cultural leaders who understand the traditional Hmong landscaping and building practices and a local artist that can help tell the Hmong experience. An individual or professional contracted to provide goods or services under this paragraph must be a resident of Minnesota. This appropriation is available until June 30, 2023.
Midwest Outdoors:
$24,250 the first year and $24,250 the second year are for a grant to Midwest Outdoors Unlimited to preserve Minnesota's outdoor history, culture, and heritage by connecting individuals and youth with disabilities to the state's natural resources.
Appetite for Change:
$72,750 each year is to the nonprofit Appetite for Change for the Community Cooks programming, which will preserve the cultural heritage of growing and cooking food.
The Tap
$14,550 the first year and $14,550 the second year are for a grant to The TAP in St. Paul to support mental health in disability communities through spoken art forms, community supports, and community engagement.
Kasson WPA Restoration:
$29,100 the first year is for a grant to the city of Kasson to restore the wall and pillars of the historical Works Progress Administration (WPA) project at Veterans Memorial Park.
Disabled Veterans Rest Camp:
$124,160 the first year is for a grant to the Disabled Veterans Rest Camp on Big Marine Lake in Washington County for landscape improvements around the new cabins, including a retaining wall around a water drainage holding pond and security fencing with vehicle control gates along the entrance road.

The Department of Administration manages the following Fiscal year (FY) 2020-21 Arts and Cultural Heritage Fund grants per Minnesota Laws 2019, 1st Special Session, Chapter 2 Article 4, Section 2, Subdivision 6. This appropriation states that the commissioner of administration may use a portion of the appropriation for costs that are directly related to and necessary to the administration of grants in the subdivision. The Department of Administration is claiming three percent each year to administer Arts and Cultural Heritage Fund grants in the FY20-21 biennium.
Minnesota Public Radio
$1,649,000 the first year and $1,721,750 the second year are for Minnesota Public Radio to create programming and expand news service on Minnesota's cultural heritage and history.
Association of Minnesota Public Educational Radio Stations (AMPERS)
$1,721,750 the first year and $1,649,000 the second year are to the Association of Minnesota Public Educational Radio Stations for production and acquisition grants in accordance with Minnesota Statutes, section 129D.19.
- Veteran's Voices: $72,750 the first year is for the Veterans' Voices program to educate and engage communities regarding veterans' contributions, knowledge, skills, and experiences with an emphasis on Korean War veterans.
- Pilot Program: Of this amount, $659,000 the first year and $714,000 the following year will be allocated to AMPERS for a pilot grant based on AMPERS recommendations. Additionally, $106,000 from AMPERS FY19 unspent production and acquisition grants were moved to the FY20 AMPERS Pilot Program. This amount is in addition to the referenced totals below.

$72,750 each year is to the Lake Superior Zoo to develop educational exhibits and programs.
Phalen Park China Garden

Martin County Veterans Memorial

$24,250 each year is for a grant to Midwest Outdoors Unlimited to preserve Minnesota's outdoor history, culture, and heritage by connecting individuals and youth with disabilities to the state's natural resources.
Lake Superior Center: Great Lakes Aquarium
$72,750 each year is to the Lake Superior Center to prepare and construct an exhibit demonstrating the role of water in Minnesota's history and cultural heritage.

The Department of Administration managed the following fiscal year (FY) 2018-19 Arts and Cultural Heritage Fund grants per Minnesota Laws, 2017, Chapter 91, Article 4, Section 2, Subdivision 6. This appropriation stated that the commissioner of administration may use a portion of the appropriation for costs that are directly related to and necessary to the administration of grants in the subdivision. The Department of Administration claimed two percent to administer Arts and Cultural Heritage Fund grants in fiscal year 2018 and three percent in fiscal year 2019.

The Department of Administration managed the following fiscal year (FY) 2016-17 Arts and Cultural Heritage Fund grants per Minnesota Laws, 2015, First Special Session, Chapter 2, Article 4, Section 2, Subdivision 6. Up to two percent of appropriated funds are used by the Department for grants administration as referenced in appropriation language. In FY17 due to a sales tax shortfall, an additional three percent was withheld from FY17 grant amounts.

Lake Superior Center Authority
$200,000 the first year is for development of an exhibit to examine the effect that aquatic environments have on shipwrecks and to preserve Minnesota's history and cultural heritage. Priority should be given to projects that have a non-state cash match of at least 25 percent of the total eligible project costs.
Lake Superior Zoo
$150,000 each year is for development of the forest discovery zone to create educational exhibits using animals and the environment. Priority should be given to projects that have a nonstate cash match of at least 25 percent of the total eligible project costs.
Como Park Zoo
$500,000 the first year and $500,000 the second year are for the Como Park Zoo for program development. Priority should be given to projects that have a nonstate cash match of at least 25 percent of the total eligible project costs.
Science Museum of Minnesota
$1,100,000 the first year and $1,100,000 the second year are for described programs for the Science Museum of Minnesota. Grant recipients must provide a nonstate cash match of at least 25 percent of the total eligible project costs:
- $500,000 the first year and $500,000 the second year are for arts, arts education, and arts access and to preserve Minnesota's history and cultural heritage including student and teacher outreach and expansion of the museum's American Indian initiatives; and
- $600,000 each year is for a grant to upgrade the Science Museum's Omnitheater audio and projection systems.

$3,950,000 the first year and $3,950,000 the second year are for grants to the Minnesota Public Television Association for production and acquisition grants according to Minnesota Statutes, section 129D.18.

Minnesota African American Museum and Cultural Center

Competitive Grants
The Department of Administration posts opportunities for competitive grants throughout each fiscal year. These competitive grants are awarded through an application process to applicants that most closely meet the selection criteria. Small Theatre Grants
$75,000 each year is for grants to historic, small town theatres in Minnesota to purchase and install digital projection technology to allow continued access to films. Priority for grants is to theaters that have exclusively 35 millimeter projection systems in communities with few available theaters or to small theaters with only one screen. Priority should be given to projects that have a non-state cash match of at least 65 percent of the total eligible project costs.

Forest Lake Veterans Memorial

Camille Gage Artist Fellowship
$52,800 the first year and $53,625 the second year are for a grant to YWCA Minneapolis to fund an annual fellowship to be known as the Camille J. Gage Artist Fellowship. Of this amount, up to $5,000 each year may be used for administrative expenses. YWCA Minneapolis must select a person for the Camille J. Gage Artist Fellowship after an application process that allows both applications by interested persons and nominations of persons by third parties. By October 1, 2026, YWCA Minneapolis must report to the chairs and ranking minority members of the legislative committees and divisions with jurisdiction over legacy on the use of money appropriated under this paragraph and on the activities of the person selected for the Camille J. Gage Artist Fellowship under this paragraph. This appropriation is available until June 30, 2026.
Minnesota African American Heritage Museum and Gallery
$225,600 the first year and $121,875 the second year are for arts and cultural heritage programming celebrating African American and Black communities in Minnesota. Of the amount in the first year, $110,000 is for C. Caldwell Fine Arts for an outdoor mural project in North Minneapolis to work with young people to develop skills while using art as the impetus.
Tibetan American Foundation of Minnesota
$24,000 the first year and $24,375 the second year are for a grant to the Tibetan American Foundation of Minnesota to celebrate and teach the art, culture, and heritage of Tibetan Americans in Minnesota.
Hong De Wu Guan
$24,000 the first year is for a grant to Hong De Wu Guan to create cultural arts projects like Lion Dance for after-school programs for youth.
Sepak Takraw of USA

Hmong Cultural Center

Comunidades Latinas Unidas En Servicio
$240,000 the first year and $243,750 the second year are for a grant to Comunidades Latinas Unidas En Servicio (CLUES) to expand arts programming to celebrate Latino cultural heritage; support local artists; and provide professional development, networking, and presentation opportunities.
Hmong RPA Writing System
$288,000 the first year and $292,500 the second year are for grants to recipients who have demonstrated knowledge and interest in preserving Hmong culture to preserve Hmong Minnesotans' heritage, history, language, and culture. Grants must be used in conjunction with Minnesota universities to improve and develop a unified and standardized Latin alphabet form of the Hmong RPA writing system. No portion of this appropriation may be used to encourage religious membership or to conduct personal ceremonies or events.

$192,000 the first year and $195,000 the second year are for a grant to the Minnesota Museum of American Art for exhibit programming and for a Native American Fellowship at the museum.
Fanka Programs
$240,000 the first year and $243,750 the second year are for a grant to Ka Joog statewide Somali-based collaborative programs for arts and cultural heritage. The funding must be used for Fanka programs to provide arts education and workshops, mentor programs, and community presentations and community engagement events throughout Minnesota.
The Bakken Museum
$144,000.00 the first year is for a grant to The Bakken Museum for interactive exhibits and outreach programs on arts and cultural heritage.
4-H Shooting Sports
$48,000.00 the first year is to the University of Minnesota Extension Office to provide grants to Minnesota 4-H chapters that have members participating in state and national 4-H-sanctioned shooting sports events. Eligible costs for grant money include shooting sports equipment and supplies and event fees associated with participating in state shooting sports events.
Berger Fountain Renovation
$195,000 the second year is for a grant to the Minneapolis Park and Recreation Board to restore Berger Fountain at Loring Park and for improvements to the surrounding plaza.
Capri Theater
$243,750 the second year is for a grant to Capri Theater to enrich and expand youth and adult arts programming and effective arts and educational offerings for youth, families, and emerging and accomplished artists.
Veterans Memorial and Commemorations
$146,250 the second year is for a competitive grant program to award grants for groups celebrating, recognizing, and honoring the sacrifices of those who served in the military, including memorials, commemorations, facilities, and park features.
Of this amount, $29,250 is for a grant to the VFW Post 5252 in Pelican Rapids for the relocation of their Honor Wall, and $14,625 is for a grant to Clitherall Township for the Clitherall Township Veterans Memorial in Battle Lake for improvements to the grounds.Indigenous Roots Cultural Arts Center and Cypher Side
$170,625 the second year is for a grant to Indigenous Roots Cultural Arts Center to partner with Cypher Side to provide dance and other arts programming.
Hrvatski Dom Croatian Hall
$190,125 the second year is for a grant to the Hrvatski Dom Croatian Hall in South St. Paul for restoring and operating the hall for community gatherings and to preserve the history and cultural heritage of Croatian immigrants in Minnesota.
Justus Ramsey Stone House
$292,500 the second year is for a grant to the Minnesota Transportation Museum for costs related to preserving Minnesota's historic Justus Ramsey Stone House and relocating it to the Jackson Street Roundhouse property owned and operated by the Minnesota Transportation Museum.
Minnesota Military and Veterans Museum
$268,125 the second year is for a grant to the Minnesota Military and Veterans Museum at Camp Ripley for the restoration, relocation, and interpretation of the USS Ward Number Three Gun and World War II display. This funding may also be used for site reclamation and improvements at the location of the removed work. Award of this grant is contingent on compliance and approvals in Minnesota Rules, part 2400.2703, subpart 7. This funding is available until June 30, 2027.
