Program Overview

The COVID 19 Testing Master Contract Program is a partnership between the Minnesota Department of Health and the Department of Administration to supply robust testing options to Minnesotans. The State has several vendors under contract that offer a variety of testing options to state government and Cooperative Purchase Venture (CPV members). CPV members include many cities, counties, and school districts. More information about becoming a CPV member can be found here. This program will be administered and managed by the Department of Administration, Office of State Procurement (OSP).

This program contains options for testing services including the following: pop-up testing, testing in specific settings (e.g., schools, shelters, long-term care), testing at semi-permanent sites, at-home testing, bulk ordering of testing kits, lab processing for tests, and test reporting services.

Description of Services

Pop-Up Testing: Short-term testing sites for targeted communities which may include congregate living, correctional facilities, places of employment, schools, and other child setting. Will typically include COVID-19 PCR or rapid point of care testing.

Semi-Permanent Testing: Long-term testing sites for 1-6 months, typically meant to increase access to testing for a community. This typically includes COVID-19 PCR or rapid point of care testing.

At-Home Testing: Testing kits meant for participants to take at home, with vendor shipping test kits, providing some technical assistance and virtual telemedicine services, and return shipping upon request.

Bulk-Order Tests: Bulk testing kits sent to a specific site for distribution. Entities may be able to provide their own technical assistance or may rely on vendor to provide such assistance. Return shipping available upon request.

Lab Processing & Resulting: Individual PCR test processing, or pool testing with resulting to specified person or entity. Vendors can turn tests around in 24 hours, although that time can vary depending on testing volume. Labs can provide genome sequencing upon request.

Other Services Available Upon Request: Insurance collection and billing, dashboarding capabilities to describe demographics regarding who is being tested and their results in aggregate, and validation of other respiratory specimen types.
