Disability Services

The Minnesota Department of Administration is home to two of state government's federally-funded disability programs, the Minnesota Governor's Council on Developmental Disabilities and the Minnesota STAR Program.

The mission of the Minnesota Governor's Council on Developmental Disabilities is to provide information, education, and training for people with developmental disabilities and their families. These services help persons with developmental disabilities build knowledge, develop skills, and change attitudes, leading to increased independence, productivity, self determination, integration and inclusion (IPSII). The council is funded under the Developmental Disabilities Assistance and Bill of Rights Act.

The STAR Program's mission is to help all Minnesotans with disabilities gain access to and acquire the assistive technology they need to live, learn, work and play. STAR stands for a System of Technology to Achieve Results. The Minnesota STAR Program is federally funded by the Department of Health and Human Services, Administration For Community Living in accordance with the Assistive Technology Act of 1998.

The Department of Administration also manages the state's Accommodation Fund, which was passed into law by the legislature in 2015. The fund was established to reimburse money spent by state agencies to make reasonable accommodations to applicants and employees with disabilities.
