The Department of Administration manages the following Fiscal year (FY) 2020-21 Arts and Cultural Heritage Fund grants per Minnesota Laws 2019, 1st Special Session, Chapter 2 Article 4, Section 2, Subdivision 6. This appropriation states that the commissioner of administration may use a portion of the appropriation for costs that are directly related to and necessary to the administration of grants in the subdivision. The Department of Administration is claiming three percent each year to administer Arts and Cultural Heritage Fund grants in the FY20-21 biennium.
Minnesota Public Radio
$1,649,000 the first year and $1,721,750 the second year are for Minnesota Public Radio to create programming and expand news service on Minnesota's cultural heritage and history.
Association of Minnesota Public Educational Radio Stations (AMPERS)
$1,721,750 the first year and $1,649,000 the second year are to the Association of Minnesota Public Educational Radio Stations for production and acquisition grants in accordance with Minnesota Statutes, section 129D.19.
- Veteran's Voices: $72,750 the first year is for the Veterans' Voices program to educate and engage communities regarding veterans' contributions, knowledge, skills, and experiences with an emphasis on Korean War veterans.
- Pilot Program: Of this amount, $659,000 the first year and $714,000 the following year will be allocated to AMPERS for a pilot grant based on AMPERS recommendations. Additionally, $106,000 from AMPERS FY19 unspent production and acquisition grants were moved to the FY20 AMPERS Pilot Program. This amount is in addition to the referenced totals below.
Funds were allocated to each member station based on Association of Minnesota Public Educational Radio Stations' recommendations.

$1,309,500 each year is for a grant to the Como Park Zoo and Conservatory for program development that features education programs and habitat enhancement, special exhibits, music appreciation programs, and historical garden access and preservation.
Science Museum of Minnesota
$630,500 each year is to the Science Museum of Minnesota for arts, arts education, and arts access and to preserve Minnesota's history and cultural heritage, including student and teacher outreach, statewide educational initiatives, and community-based exhibits that preserve Minnesota's history and cultural heritage.
City of Blue Earth: Green Giant Museum
$136,770 the first year is to the city of Blue Earth for exhibits and programming for the Green Giant Museum to preserve the culture and agricultural history of Minnesota.
Lake Superior Zoo
$72,750 each year is to the Lake Superior Zoo to develop educational exhibits and programs.
Phalen Park China Garden
$388,000 the first year is to the city of St. Paul to design and develop the Chinese garden in Phalen Park in collaboration with local artists and members of the local Hmong community including cultural leaders who understand the traditional Hmong landscaping and building practices and a local artist that can help tell the Hmong experience.
Martin County Veterans Memorial
$97,000 the first year is to Martin County to design and construct a memorial to those who have served in the military of the United States of America and those who have died in the line of duty.
Midwest Outdoors Unlimited
$24,250 each year is for a grant to Midwest Outdoors Unlimited to preserve Minnesota's outdoor history, culture, and heritage by connecting individuals and youth with disabilities to the state's natural resources.
Lake Superior Center: Great Lakes Aquarium
$72,750 each year is to the Lake Superior Center to prepare and construct an exhibit demonstrating the role of water in Minnesota's history and cultural heritage.
