New fixes for the top and left navigation JavaScript

- layout.navigation.top.js - fix for keyboard navigating issues where hidden directories were preventing a user from proceeding past that hidden directory
- layout.navigation.left.js - fix for subsites or other paths that have a child path that is the same as another child path elsewhere in the site.
- Adjusted and optimized left nav and the breadcrumb population
- Minor spacing issue addressed in breadcrumb
- layout.header.js - fix for the how do I toggle box, allowing users more ways of closing out the opened view by way of tabbing out, clicking outside, hitting escape, and the usual button toggle.
