Minor fix to the footer template

A minor fix is being issued out today in the footer template, which fixes a conditional check for null content in the footer. The right column content had an incorrect null check and was checking for the presence of the left column content instead of the right column content.
Issue: right footer column content will not display if there's no left footer column content
