Central Purchasing Request System

Summary: The Central Purchase Request System (CPRS) was developed over 10 years ago on an outdated platform. Multiple agencies use this technology platform, commonly known as EIOR, with each agency having its own instance featuring slightly different fields and approval processes. This modernization effort aims to update MNIT's instance of CPRS to a more user-friendly platform. 

MNIT has initiated some updates, including improvements to the look and feel of the system and, the development of a forms module for approvals tied to funding, such as special expense forms. However, further improvements are needed. For instance, to create and approve CPRS entries, users must be logged in through a VPN. The complex system hinders the approval process causing delays in the purchasing process. This is exacerbated by the need to enter requests into the local agency requisition system and MNIT's system, resulting in duplication of efforts. 

With this request, MNIT seeks to modernize its application and explore ways to make the system more user-friendly, such as implementing a mobile approval process for purchase request entries. Additionally, if feasible, we aim to connect the various versions of this system across agencies, potentially extending the benefits to executive branch agency users. 

Value: Modernizing CPRS will create a user-friendly experience by streamlining the approval process with an easier-to-access format and integrating all necessary forms within the requisition system. Additionally, connecting each agency instance to MNIT will streamline the transfer of requests, improve productivity, and enhance collaboration across agencies. This modernization will reduce complexity and delays, ensuring quick and straightforward approvals, while allowing users to access and approve requests from anywhere, thus enhancing responsiveness and decision-making.
