Public comment process
Public comment periods for waivers are posted in this section. The Minnesota Department of Human Services must receive your comments by the posted deadline.
Email comments about waiver applications, amendments or extensions to Section1115WaiverComments@state.mn.us. The Minnesota Department of Human Services requests comments to be submitted in Microsoft Word format or incorporated within the email text to support making comments available to people who use screen readers. If you would also like to provide a signed copy of a comment letter, you may submit a second copy in Adobe PDF format. Comments provided on paper or in an electronic format that cannot be converted for a screen reader may be reformatted to meet state accessibility requirements for posting. The original formatting and content will be kept as much as possible. For example, if graphics or tables are included, a description that can be read will be added. Comments received may be posted publicly.
Paper copies of applications, amendments and extensions are available by request. Email Section1115WaiverComments@state.mn.us to request a copy be mailed, or to pick up a copy. Mail your request or comments via the U.S. Postal Service to:

Comment periods for waiver documents
Information about waiver documents available for review and comment is posted in this section in advance of submission to CMS.
Mino Bimaadiziwin-Wičhózani (Mino)
The Minnesota Department of Human Services is accepting comments through Aug. 11, 2026, on the Mino section 1115 demonstration waiver application. The waiver will allow Medical Assistance coverage of Traditional Health services provided through Tribal and Urban Indian Health facilities. Refer to the Mino waiver application with available attachments (PDF) and the Mino waiver application summary (PDF) for more information. The Department will consider all comments and may revise the application based on feedback. The final waiver application will be posted when it is submitted to the Centers for Medicare & Medicaid Services.
The department will provide a virtual overview session on Thursday, Aug. 6, 2026, at 1 p.m. Use the following Teams meeting link to join. The purpose of the session is to familiarize participants with the content of the Mino waiver application and key components of how the waiver may be implemented. This is not a public hearing, but information from the session may be included in the waiver application. Department staff will provide implementation information and schedule training if the waiver is approved.

All comments and the Department’s responses will be publicly available. If you include information that would otherwise be categorized as private or protected health information, it will be considered self-disclosure, and it will be included in the application to CMS and publicly posted by CMS and on this webpage under the Mino Bimaadiziwin-Wičhózani Waiver Documents heading. Please consider not including private information in public comments.
