Legislative Update - April 1, 2022

The week of the second legislative deadline brought less activity than last week for Veterans bills as only four were heard in committees. With the action of the last two weeks, it brings into focus what has the best chances of being enacted into law at the end of session.

On Tuesday morning the House Capital Investment committee heard HF 3656 authored by Rep. Tony Jurgens of Hastings. This bill would provide funding to the Hastings Veterans Home for campus improvements. This was an informational only hearing, but the bill could be included as part of an omnibus Capital Investment bill.

Later in the day, the House Labor, Industry, Veterans and Military Affairs committee heard HF 4311. Rep. Heather Keeler of Moorhead is the author. The bill would appropriate funds to the Fisher House Foundation to build a Fisher House near the Fargo VA Medical Center. Fisher Houses provide temporary accommodations to families and caregivers of Veterans receiving care at no charge. A Fisher House currently provides services at the Minneapolis VA Medical Canter and at other VA hospitals around the country.

On Wednesday, the Senate Property Taxes subcommittee heard SF 4021. Sen. Jeff Howe of Rockville is the author. The bill would modify the spousal benefit for the disabled Veterans homestead market exclusion. The bill was laid over, with an amendment for possible inclusion in a tax bill.

Finally, the Senate Veterans and Military Affairs committee heard SF 4103. Sen. Jerry Newton of Coon Rapids is the author. The bill would increase the benefit amount for totally and permanently disable Veterans who receive the disabled Veterans homestead market exclusion. The committee approved the bill and re-referred it to the Senate Committee on Taxes. This was the last planned meeting for this committee during this session.

Next week the House will unveil its Veterans and Military Affairs omnibus bill. It will receive a hearing on Wednesday afternoon at 3:00 p.m. in the Labor, Industry, Veterans and Military Affairs committee. The Senate has said they will not have their own version.
