The Simplest Options: "Excluded Bingo" and "Excluded Raffles"

The simplest options, unfortunately, have one of the most confusing names: "excluded bingo" and "excluded raffles." (The word "excluded" here refers to the fact that both of these are "excluded" from needing a license or permit—now you know!).

Here are the details bingo:

Application: for Excluded Bingo

  • For fundraising with bingo for a limited number of days
    (pull-tabs, tipboards, and paddlewheels ALWAYS require a permit or license)
  • Example: excluded bingo at a fair
    • bingo will be conducted up to 12 consecutive days in conjunction with a county fair, civic celebration, or the Minnesota State Fair.
    • bingo will be conducted at four or fewer events
  • Requires you to submit LG240B: Application to Conduct Excluded Bingo

Important Note
The Gambling Control Board currently interprets Minnesota statute to allow an organization to participate in only one of these categories per calendar year. Carefully plan any fundraising activities that involve charitable gambling to avoid unintentionally limiting your options.
